Queen vs Rook is a theoretically won endgame, but converting the advantage requires precise technique. The queen alone cannot win the rook — she needs the king's help. In this position, White has Kc4 + Qd1 vs Ka8 + Ra7. The rook is defended by the king, so White can't simply capture it.
